One idea that you might want to explore or test the waters of the 3D printing world is to call your local community college and talk to their engineering department. Almost every engineering or engineering design school in America has multiple 3D printers. Often times, professors are looking for "real world" examples or projects their students can work on so talking to the right professor might be a Win/Win scenario where you get to have a student draw up your lure design and print it for you while they get actual design projects that are real to people out in the world. Might cost you a little donation to the school or a class or could very well be free.

Might just be worth the phone call or drop in visit with a napkin sketch of what you are looking to do.
