In short:
some fish are bug eaters
some eat each other
sometimes they can switch roles.
Bug eaters can be triggered with a "dead drifted", small, dark object targeted to drift into the cube of space in front of a fishes face. The cube is the size of water volume which he is capable of inhaling with a quick "gill flushed suck".
Predators that eat fish are usually best triggered by the lure acting as though it is being chased and reacting to the movement or presence of the predator.
What's interesting is that the motions required are at the total opposite ends of the spectrum.
