The best way I've seen is to make a cold metal mandril, or rod that's got the skirt grooves/ridges cut into it, then dipped into hardened Alumisol.
If you can find an axel the same diameter as the inside of the tube you are going to make with a spline cut the end of it to hold a gear or wheel,eit, it could be easily modified to work. Cut it ahead of the spline the length the tube body should be, round off a little, then beginning with a cold axel, dip it and let it cool for form as many layers as it takes to get the tube dia. you want. after it firms up just peel it off the tube and clean up the skirts.
Off the cuff, i'd say the other way is to use vac 50 and make a two piece injection mold.
