There are a bunch of ways to color lures. I dip my tails in chartreuse dip, use magic markers, paint, fingernail polish, glitter, you name it. Never tried eye shadow, but it should work. The fish don't know it.

I've purchased jacquard pearl ex powder pigments. They work exactly the same and have some cool, unique colors. I must say, i prefer alumidust, though as a whole. Price wise, they're very comparable.
