yet another lure buoyancy question

I was thinking of pouring a hard plastic head + some microballooons letting this cure, then pouring a foam body, will the foam adhere to the already cured head? Or if I do a wire through design will it even matter since it will be attached.

I am trying to create a more pronouced head first dive when the bait is paused, are there any other suggestions?

Yes, the foam will adhere very well to the super plastic. I do it all the time.
