Easiest way to mold jig heads ?

Im am looking to make my own jig heads due to weak hooks. lol What is the best way to mold mine own jig heads ?

It depends on what you want. For "normal" shapes it's likely best to order pre-made aluminum molds, especially if you're pouring smaller heads. If you choose to use larger hooks you might have to do some dremel and filing work on the mold so the hook will fit.
For making "custom" shapes I use Alumilite rtv molding putty for the mold and make the master out of skulpy clay or something I've found or shaped out of wood, wax,etc.

Can one use High Strength 2 to make a jig head mold and pour lead into it? Any further tips with this?

yes, lead can be poured into high strength silicone molds, although I usually prefer using mold putty for lead because it's firmer.
