How can I make a soft plastic more buoyant without sacrificing the exterior too much? Is there a insert (like the insert-able weights) or float-ant I can inject?

I use micro balloons. you could also make an insert of buoyant material.
Using alumidust for color I don't mind the opacity I get with addition of the microballoons.
