I would like to know what would be the best rig/lure to catch these little rolling tarpon in my canal

Good luck, they will drive you crazy. They are notoriously difficult to catch. Ive been trying for years and have only had consistant success with small flies. Very small, the EP Micro Minnow to be exact. Most will tell you they prefer black or purple, I have found that it must match the hatch instead. Other than that I have caught a few on very small Sebile Koolie Minnows and Yo-Zuri Pins Minnows, both in natural colors.

I agree they are tough. Tiny flies that match what they're eating, light leaders and be stealthy! It's smart to let them rest frequently as well.
