There are two issues, one the murkiness, the other is that in rising water (usually accompanies dirty!) the fish often reposition.
(usually upstream to top end of eddies where water may have been previously too shallow to hold them-; or to slack water adjacent to holding pools)
For best odds fish the clearer areas if there are any. (usually found below a tributary that's cleaner than the main stem)
Otherwise I'd suggest the obvious; bright colors-even glow in the dark blades! Also be sure to toss plopper type topwater lures.
I've had great fishing in super high water, but it usually takes a few days after the water has risen for the fish to stabilize and get "set up".
