It all depends on water temp fluctuations which varies greatly depending on the specific location.
In my experience generally they are most active in early am and until the sun gets high and hot.
Other places the last few hours of day light are best, but I've caught them at all hours of the day.
A good rule to follow is, "they bite when you get there"...
Between those two lures I'd choose neither. The rear hook is not fastened well enough on the prop bait and the walking bait isn't much or a walker, it's more of a slapper from side to side. A zara spook or Heddon Torpedo IMO both work better and are stronger.
