hi muskyd
I've not used the dumbbell popper for ski's. I used to use something similar to kind of stir them up when fishing deep slackwater eddies in the mississippi, then catch them on a less violent and steady moving surface lure.
In my experience the violent stop and go type retrieves on surface lures are not as effective on notherns and muskies as they are on other species. It seems like they prefer it to keep moving, and usually leave when if you stop it or reef too violently, but with muskies you never, ever know for sure! And that's one of the things I really like about them!

best,
L
