Larry, what is your strategy for catching river muskies at the very beginning of a storm rolling in?
as always, your advice is appreciated...

Pretty much the same as any other time actually. Might look more at the top and bottom end of basins where forage is most likely to be. I would be expecting the fish to bite. It's after the front it might get a little tougher.

What about with an eastern wind? Will that matter much?

east wind reduces your odds perhaps, but not as much as if you stay home!

What would your strategy be for repeated days of cold fronts? Tomorrow will be the 2nd day in a row of cold fronts...deeper and slower or just tie on whiggly and twitch it..??

The fish will not move very far from where they normally set up unless water levels change drastically. Their attitude however will change a lot. I suggest working all the spots and running through the widest possible number of retrieves in terms of speed and cadence. If you can work a wide glide and really make it zig zag, super wide zigs with long "hang times" between every second or third series of zig zags it will often move fish that even whiggley may not stimulate.
good luck
