If presented well, it is in my opinion, always the most effective way to get them to bite. Time of year really has nothing to do with it.
About 15 years ago I did an experiment addressing that question regarding muskies. I started around opener, fished a total of 12 days throughout the season and didn't fish after September. I boated 48 muskies over 40 inches, six were over fifty inches and all from "metro" heavily fish water.
I used bait that varied from five or six inches long up to about 15 inches. Both creek chubs and suckers.
