Open water or shallow casting.

Larry,
In your opinion, after the bad weather we've had for so long now, that no doubt has cooled the water down, what would be a more productive style, open water trolling or casting shallow? Especially on a lake such as island lake above Duluth with so much different bottom structure and depth ranges, And so many different islands and sunken islands and rock structures that could be fished shallow?

It's usually a pretty good idea to follow old Buck Perry's general rule. Work from the inside out. Shallow fish are almost always easier to run into if they're active, so it's easier, and usually much quicker to "eliminate" the shallows as an option, so it stands to reason that it's a good place to start.
In early season, if weather/water is inclining from cool to warm it's usually a sign the fish will be moving up and getting active. The inverse is true as well.

In your opinion, how does water clarity and changing weather affect this pattern?

It doesn't. And it's not a pattern. It's the quickest method to establish a pattern.
