That's a pretty involved question. First off, during the majority of the season (excluding fall) the fish don't move very far even during the conditions you describe.
Cold fronts usually make them"tuck in" the be best cover near their home basin. High water they move to the upper parts of the basin or to the top end of outside bends where the eddy forms. Another good strategy in rainy, river rising situations is to focus on any areas that are slightly clearer than the rest of the main stem.
As far as wind, I've found it to be a non issue other than making it a pain sometimes to control the boat!
